You : You can see a small fine red rash after a MMR vaccine but the rash you describe has occurred too long after receiving the vaccine.  No need to fear the MMR vaccine.  The rash you describe sounds like hives.  The next time it happens, take a picture of it to show your pediatrician. Phone cameras are great for documenting short lived rashes like this since odds are your child may not have it at the time of the doctor visit.

Could be...: While irritation from wind could be one cause or an additional irritant, in that age group peri-oral dermatitis (rash around the mouth) is most often caused by her licking around the lips and mouth. It even has a doctor name called "lip-lickers dermatitis. Sometimes moisturizers such as vaseline or lip balm put right on the skin can be helpful. Encourage her not to lick around lips.

Hard to say: If localized only to the belly we think of factors that would put it there,like use of a soap/lotion in that location or something on your  fingers that transferred to that site. Rash: If the rash remains, have her checked. Raised rough rashes like that can be associated with strep illnesses. If she doesn't have a fever, it is unlikely to be measles. And she likely has been immunized. All the best.

Basics: Such rashes are often just irritation from acidic stools but may also become yeast filled over time. Simple barrier creams like petroleum jelly or zinc oxide can help some, An antifungal cream may be needed if this does not improve things in a day or two. A doc visit is okay if convenient but likely unnecessary.
