my 2.5 years old toddler has red rashes around her mouth like very dry red patches, what causes it, could it be the wind?

Could be...: While irritation from wind could be one cause or an additional irritant, in that age group peri-oral dermatitis (rash around the mouth) is most often caused by her licking around the lips and mouth. It even has a doctor name called "lip-lickers dermatitis. Sometimes moisturizers such as vaseline or lip balm put right on the skin can be helpful. Encourage her not to lick around lips.
