Red spots: These would have to be examined by a physician or your dermatologist for diagnosis. Are they recent as in a rash or long-standing and permanent? Are they flat or raised? Possibilities include multiple hemangiomas or benign nevi.

Detail is important: Rashes are hard to describe in words. A doctor's exam can help decide what rash spots or bumps on the skin might be. Spots can be "post-inflammatory," the residual effects of an earlier rash. Spots can be eczema (sensitive, dry skin), fungal infections (tinea versicolor), psoriasis (autoimmune disorder), reactions with chemicals like soaps, allergic spots, viral, etc... Many possibilities.

Itchy rash on limbs: Any time you have a rash and it won't go away, all we can do is advise that you see a doctor. Rashes can't be diagnosed without being seen. There are too many possibilities. Dermatologists have to learn about 600 rashes; the rest of us don't even try to learn that many! best wishes! until you see someone, you could take an antihistamine for the itching, though--allegra, zyrtec, claritin, benadryl (diphenhydramine).

Urticaria: Without an exam, it is really impossible to know what you have, but as described, it sounds like hives or an urticarial rash.  Get eval to be safe.  Good luck.

Bedbugs: It sounds like something is biting you.  It could be many different things, but the most likely culprit is bedbugs.  Take the sheets off the bed and look in the seams of the mattress and pillows for little black bugs.  They are the size of coursely ground pepper.  If you find them, put them into a bag and have your primary doctor or dermatologist look at the bug.  Bed bugs are easily recognized.

my brother has scattered, non-itchy red dots on his arms and legs and has had this for nearly two weeks. cause for concern?  why does he have them?

Could be of concern!: Good morning, 
non-itchy, scattered red dots are more of a concern that the pruritic type. Conditions such as purpura, a blood disorder of different type, even though unusual need to be ruled out. Cutaneous vasculitis (immune disorder of blood vessels), again scarce, or blood vessel diseases of unknown cause, or platelet dysfunctions are of serious nature. If the rash persists, see your doctor.
