I have bright red dots on my arms and legs. some centers are dark red, others white. the size varies. i use free/clear everything. what's this?

Red spots: These would have to be examined by a physician or your dermatologist for diagnosis. Are they recent as in a rash or long-standing and permanent? Are they flat or raised? Possibilities include multiple hemangiomas or benign nevi.
