Yes unless..: It is likely that you still have adequate rabies virus-neutralizing antibody in your system.  If so (you can prove), you do not need.
Otherwise, you need 2 shots  3 days apart.

Poor protection: Sub optimal is another way of saying not very good. When giving any vaccine you hope to trigger the persons immune system to make high enough levels of antibodies to prevent disease if exposure occurs. This statement means a test for such protective antibody levels revealed they were not as high as desired.

: I find it hard to accept that anything is 100%. I expect it is an exaggeration to counter ~65 % prevention vs Maderna's 95% , If you never get it you can't get a severe case. I think we will find out in a year or 2 what the functional benefit of the approved vaccines.

None mandatory: The only mandatory vaccine is for people traveling from countries like Paraguay and Nigeria where yellow fever is endemic; yellow fever vaccine is required if you're traveling from those but NOT required for those coming from the US. 
Zika has been reported there but there is no Zika vaccine and it tends to be mild unless you are pregnant. 
There is little risk of illness at inclusive resorts.

: Both are effective against the variants. The difference between Pfizer and Moderna. The Moderna is a bit stronger than the Pfizer and may have more of a reaction. Both are effective in preventing severe covid.
