Bumpy rash: A rash is best diagnosed and treated when a physician can actually look at it. It could be hives but it could also be a contact dermatitis or infection.

Hives?: I cannot tell from your description whether your rash is hives, psoriasis, or some other problem.  Do you have fever, joint pains or other problems with the rash? If possible, upload digial photo of the rash.t

Cannot diagnose: But ice packs on your hand may elicit an inflammatory reaction after removal.  Without seeing this impossible to tell what is really going on, but cellulitis sounds unlikely and use of antibiotics without a good reason is not a wise thing to do.  See a doctor and have this hand examined and then dealt with appropriately.

Many possibilities: Kids get rashes as allergic reactions, after illnesses, to contact with various plants or lotions etc. A localized rash suggests contact with a triggering agent. The possibilities are endless. Rashes are very visual and perhaps your local doc should see it and comment.

Do not pick: You may have a hypertophic scar or a keloid. It is not feasible to know without examining you. People of African ancestry are more to developing keloids. It is not an urgent issue and you could discuss it with your doctor at the next visit. In the meantime, do not pick at it, disturbing it will only make matters worse.

Contact dermatitis: This may be a contact allergy from something she touched with her hands.  Has she been near possible poison ivy?  Can treat with OTC benadryl and if it does not improve you will need to see your doctor.

hi i had surgery 2 weeks in a row and had an iv in my left hand. the vein behind the iv sight is raised and hurts. plz help me?

Some possibilites: cannot say in your particular case without seeing it AND any cutting will produce scarring. More severe issues include scarring so bad the vein collapses (not as bad as it sounds) and local infection (can be pretty bad).
