Depends: You could have a boil or it could be a cyst or ganglion off the joint.  In your age it probably is more a skin problem and less related to the shoulder but if you have concerns would advise medical evaluation.

Bumps: Need to find out what is causing the bumps,  is  it reaction to the cream? ( dermatitis), is it  folliculitis ( infection of the hair follicles) treatment will be directed toward the cause of eruption, see your doctor for evaluation.

on sat saw tiny red bump on lip line. thought cold sore, started acyclovir pills & cream. the red bump grew, didnt burst, i popped it, long white head/pus followed by clear liquid. still no scab or oozing despite pills, how will i know its healed?

: It has been 5 days with pills and cream treatment as well. It may not scab. If the skin is all intact and no open wound from the popping, you can consider it healed.

i scratched a mosquito bite in my sleep, it is now larger and is almost constantly oozing a clear liquid. when it was first scratched it was indented now it is raised and red, might be growing. should i go see doctor or will it get better on its own?

Abscess/Cellulitis: Hard to say without seeing it. I would do some warm soaks with a warm wet towel to try and draw the puss out. If the redness continues to spread out from the bite or you see red streaks going up the limb then you need to see a doctor for antibiotics.

See the doctor: Rashes are one of the most difficult to diagnose accurately without being see. It maybe eczema, contact dermatitis or something as benign as keratosis pilaris. If you want an answer, best thing to do is to see the doctor about it. In the mean time, ask him to keep skin moisturized, and not to have too warm a shower.

Pilonidal cyst: Could be a pilonidal cyst.  They do respond to antibiotics but require surgical excision in most cases eventially.
