$10k or more: You're looking at paying out of pocket for cosmetic surgery. That's going to be at least 10 grand. Insurance won't cover this.

Odds are: This is just a variant of normal.  The are deep veins not to far from some of the sinuses, which when partially obstructed can lead to more prominent veins of the face but this is very uncommon and usually presents with a severe headache if not stroke like symptoms.  Talk to your parents about this and you may need to review this with your pediatrician.

18, but...: Typically, these are done in adults when the brows descend sufficiently to cause a functional (blocked vision, especially on the sides) or aesthetic concern.  The specific procedure should be tailored to the patient's anatomy, needs and goals.  Usually, a browlift is performed as early as the early 30's.

Commonly : Commonly for a brow lift to be covered by insurance there needs to be a documented visual field deficit. This would be performed by an ophthalmologist.

Hair growth: Hair goes through different stages of growth thus regrowth at variable rates. Diet stress and other factors can alter this growth such as laser treatments and topical applied agents ( latisse, (bimatoprost) depilatories, etc).
