Hair growth: Hair goes through different stages of growth thus regrowth at variable rates. Diet stress and other factors can alter this growth such as laser treatments and topical applied agents ( latisse, (bimatoprost) depilatories, etc).

Eyebrows: With repeated waxings, less hair grows back and the hair will become less dense and fewer in number. Otherwise, I am not sure why the eyebrows are not regrowing this time.
