18, but...: Typically, these are done in adults when the brows descend sufficiently to cause a functional (blocked vision, especially on the sides) or aesthetic concern. The specific procedure should be tailored to the patient's anatomy, needs and goals. Usually, a browlift is performed as early as the early 30's.

Depends: If you have very low brows from birth you can consider an endoscopic brow lift in your twenties or early thirties. Earlier than that would be uncommon.

None: There is no set age. If you have a problem at birth, it can be in your youth. If you develop ptosis (droop) of the brow, any age is appropriate potentially. I see most people starting to do it in their 40's and 50's.
