Maybe neither.: Dry scaly palm may be eczema and would respond better to topical steroids such as fluocinonide.  If you are happy using petroleum jelly use the one that seems to work the best for you.

Some thoughts...: Itchy skin can be an allergic reaction. We call it eczema when there is cracking, inflammation, redness, itching, weeping... often due to unknown causes. Various creams treat eczema. Sometimes itching is due to medicine effects, liver disease, kidney disease, intestinal parasites, etc... A primary care doctor can evaluate, and check for internal problems, autoimmune disorders, or infections.

Athletes foot: Try  topical antifugal medication and keeping area dry. If this does not help, see podiatrist.

: Could this be a common wart? A physician or a dermatologist would have to inspect it in order to advise you.

Eczema: Sounds like a classic case of atopic dermatitis or eczema. See an Allergist or Dermatologist to confirm and receive appropriate treatment. Poorly controlled eczema can cause elevated serum IgE levels. If you have other atopic conditions like allergic rhinitis this can also contribute. Topical steroid creams are helpful for patches, antihistamines for itching.

Contact dermatitis?: This could some form of contact dermatitis or hand eczema.  Fungal infections of the hand could also cause what you describe. You probably should see a dermatologist to help you clarify what may be going on.

Depends: If the nerves need to re-spout from the neck down to the palm (because the nerve axon it self has been destroyed) it can take months (so long as scar tissue does not block the pathway back to the skin, sweat glands etc. 
Sometimes local damage to myelin insulating the nerves can be repaired by the surviving oligodendrocytes. This usually takes less time to occur. (weeks).

Best to see your GP: There are many conditions which could cause a painful bump. Less worrisome causes include things like a blister or an inflamed cyst. A lesion from Herpes (HSV) or Shingles could also cause a painful bump, and both of those possibilities are more concerning, and would need a much different treatment than something like a cyst. I would recommend that you reach out to your primary care doctor.
