Maybe neither.: Dry scaly palm may be eczema and would respond better to topical steroids such as fluocinonide. If you are happy using petroleum jelly use the one that seems to work the best for you.

Cream: Petrolium products are oil based we are water based. But you must make sure this is not a fungal infection.
