Would seek help.: Had and medical evaluation yet ? Hip pain could be from the hip joint itself or from the low back. I would thus seek help from a specialist in this regard on the assumption that you have sought help from your pcp, had imaging studies and perhaps pt as well. 3 years is long enough time and specialized consultation is warranted at this time if this has not occurred already . Arthritis: The pain in both hips that is worsened and mking ambulation difficult  may be degenerative arthritis  but many disease stae effect the hips  spontaneous bilateral diseases other then osteoarthritis are not common. Suggest  a visit to your doctor for evaluation would be appropriate.

Many things: There are many things that can cause hip pain after prolonged walking.  In younger people common causes are  greater trochanteric bursitis, iliopsoas tendinitis, hip labral tears or acetabular impingement.  In older people or those who had developmental hip disease or trauma to the hip this may be arthritis. The work up begins with a history and physical exam by an orthopedic surgeon.

Time: Some socket (acetabulum) fractures require surgery. Some heal well on their own, but all need six to twelve weeks to heal.

Probably NO, but: See your doctor as you'll need xrays to be diagnosed properly and treated. You most likely have gone on to develop full blown arthritis, which will need to be treated. 
I don't think the er would be able to help, but you need an orthopod for further care.

Depends: It depends on the treatment you received for the fracture and the current state of your articular cartilage and bony acetabulum.

Radiologist: The radiologist and the physician ordering the imaging study have to confer about the differential diagnosis and whether any further studies are needed. If findings point to a hip infection as the likely primary problem, the orthopedic surgeon and infectious disease specialist will collaborate in the treatment. If it's not likely a hip joint infection then a general surgeon is needed for input.

just had posterial hip socket replacement surgery  one week ago.  i do not have  pcp  to help with after care can this site  offer that?

Post surgery : Care has to be completed with actual orthopedic team. Please follow instructions you received at discharge. Establishing with a PCP will serve you best in the long run.

Hip problems: If you've been having hip issues your whole life you should be sure to get it checked out by your doc with x-rays and possible MRI or ct. There are some structural hip problems that develop early in life and can lead to issues if not taken care of.
