If there is concern about infection, then a topical  antibiotic like mupirocin should be used or even possibly oral  antibiotics. Steroids  helps control the inflammation not infection . Call you doctor/get a second opinion about an antibiotic if it is not getting better. If throbbing  go to the ER today

: Your dermatologist may recommend continuing to 8 weeks or even 12 weeks, but it would not be unreasonable to call him/her and explain that the medication you are applying faithfully as directed does not seem to be having much of an effect.

Some mds do use it for massage as a wound is healing (2-3 weeks after stitch removal to encourage less redness in the area. I would ask your surgeon their preference for applying potions to scar areas. Not used in all cases.
