Carpal tunnel: the most common reason for these sx in this location is carpal tunnel syndrome.  I would see a Neurologist.  Numbness and tingling always point to irritation of nerves, whether due to a disc pressing on the nerve or at the wrist (carpal tunnel) will have to be determined through proper testing

Both are right: You likely have a compression  of the nerve that runs from your neck to the fingers.....Either where it originates in the neck or somewhere along the course of the nerve, such as near the elbow. You will likely need a test called an EMG to pinpoint where the problem is located.
