But take no chances and see an ENT doctor or oral surgeon for a take-look. Chances are it's nothing but there's a small chance it is.

May be normal: What you  described may be a variation on normal anatomy. If you bite the loose mucosa it would be prudent to see a dentist. If needed, the excess mucosa can be removed under local anesthesia.

Dysplastic cells: Photodynamic therapy may be useful in your case. You take a photosynsitizer and then a laser and  destroy the cells by lighting the specific areas. Look up centers that offer this. It may be an option for you. We do it at henry ford hospital. Good luck.

Hospice: If he is in hospice, it means you have accepted a way of taking care of him that is least invasive. You can not make someone eat or drink, you can not force them. They are not in hospice for IV therapy. Hospice means you care for them and support them in their wishes.
