Very difficult: This is a very difficult combination of problems, and would need a dual diagnosis program to work with both bipolar disorder and meth addiction.  They each need care -- and long-term aftercare monitoring.  If you find a credible program, and the person is truly committed to recovery, s/he has as good a shot as possible for success.  Success in addiction recovery, though, is a day to day process.

Can be effective: Effectiveness depends on many things, including the commitment of the patient.  You need a program for "dual diagnosis" -- meaning they treat both the substance abuse and the bipolar disorder.  When the person is actively using, it can be hard to tell mood episodes from drug effect.  Meth is a very challenging drug, and ongoing outpatient recovery efforts are still needed  long after discharge.

Do not take meth: Stop taking meth entirely. The body will get rid of the residue. There is no need for cleanse or detoxifying.
For good health - Have a diet rich in fresh vegetables, fruits, whole grains, milk and milk products, nuts, beans, legumes, lentils and small amounts of lean meats. Avoid saturated fats. Exercise at least 150 minutes/week and increase the intensity of exercise gradually. Do not use tobacco, alcohol, weed or street drugs in any form. 
Practice safe sex.

No different from: Rehab for anything else, mostly.  Rehabilitation involves learning alternative coping skills, learning how to use a support system, and living a life free of drugs and alcohol, and is really pretty much the same no matter whether it is alcohol, methamphetamine or heroin. There may be some specific issues with methamphetamine (like dental problems, premature aging) that are dealt with.

Yes, but only in: screening tests, not in confirmatory tests. It does not show up as methamphetamine but rather as amphetamine itself.  Confirmatory tests (gas chromatography, mass spectroscopy and others) can definitively determine whether there is methamphetamine or amphetamine and differentiate it from pseudoephedrine, but the screening tests cannot.

Meth relapse: Meth stopped at "22 weeks" may not appear in "drug tests" on the infant, but neurological effects may still be observed and lead to conditions which require intensive therapy.   "Stopping now" would be clearly  important for the baby's mother.
