Very difficult: This is a very difficult combination of problems, and would need a dual diagnosis program to work with both bipolar disorder and meth addiction. They each need care -- and long-term aftercare monitoring. If you find a credible program, and the person is truly committed to recovery, s/he has as good a shot as possible for success. Success in addiction recovery, though, is a day to day process.

Bipolar rehab: Fairly so, if the bipolar disorder is in remission with ongoing treatment, patient is compliant with treatment, motivated to seek rehab, and has good social support system.
