Balanced diet and ex: You can increase your metabolism by eating many small meals a day vs. Fewer larger meals. Studies show that eating smaller portions 6 times a day, regularly, speeds up your metabolism. Supplements such as ginsing and vit b. May help but you may also want to get your hormone levels checked, especially your thyroid. Optimizing your hormone lvls can benefit both your body and your  metabolism.

Not quite: It's probably the other way around. If fast, average, or slow metabolism describes the rate a person uses up energy (fuel) when not running around doing much, then he either has a genetic issue that makes him use more fuel, is on a medication (legal or not) that does that, or has higher thyroid hormone output that causes more fuel consumption.

Viscious circle: You need energy to work out, but you feel too tired to exercise! start slowly. Rather than going to the gym for a spinning class, start by walking around the block. Tomorrow, try two blocks. Keep on going until you are walking a mile a day. When that becomes routine, extend it to a mile-and-a-half. If weather is an issue, know that many shopping malls open early for "mall walking." this works!

Sure: Low energy can be from many things: anemia, hypothyroidism, diabetes, insomnia, arrhythmia, depression, or carbon monoxide poisoning; just to mention a few. Make your way to your Family Doc to sort out the myriad possibilities that could be at play. You will need a history, physical, and bloodwork; but should come up with a plan for improvement fairly easily.
