No: What you described is not normal. however, you may watch and wait. If the symptoms do not disappear in two weeks, or if these get worse, see a doctor.
Wish you good health! - Have a diet rich in fresh vegetables, fruits, whole grains, milk and milk products, nuts, beans, legumes, lentils and small amounts of lean meats. Avoid saturated fats. Drink enough water daily, so that your urine is mostly colorless. Exercise at least 150 minutes/week and increase the intensity of exercise gradually. Do not use tobacco, alcohol, weed or street drugs in any form. 
Practice safe sex, if you have sex.

Irritation: This irritation may be a type of canker sore or a reaction to certain acidic foods or beverages. Try bathing the area with maalox or glyoxide. Floss well for good dental hygiene. If inflammation persists consult an oral surgeon or Otolaryngologist for diagnosis and treatment. A special oral form of cortisone type cream or viscous xylocaine may be helpful if inflammation is severe.

Laceration: You obviously just bruised or lacerated your lower frenum. No special treatment is normally needed and you should heal without incident within a few days. You can rinse with salt water if it makes if feel better but not necessary to do.  If any other problem or issue see a dentist.

the tip/head of my penis sometimes burns when erect/aroused. but its hard to pinpoint where it occurs. sometimes it feels like the urethra. sometimes lower near the frenulum. sometimes i have burning pee but im negative for uti/sti/bac prostatitis?

Sounds like you do: If you are unable to protrude your tongue past your lower lip, it certainly seems as though your are tongue tied. You should consult with an ENT to consider a frenectomy

Apply pressure: Often after several days of healing, a small piece of healing tissue will pull free and you can experience temporary bleeding.  Apply firm pressure to the area that is bleeding with with paper towel, towel, or wash cloth.   Hold the pressure for 5-10 minutes until the bleeding slows down.  Then apply a non-stick gauze or wrap to keep the spotting from staining any clothing.

i'm uncircumcised, can i stretch the frenulum area to allow more retraction before the skin begins pulling the head downwards. it's not severe.

No, ....: The key factors to prevent full foreskin retraction are its redundancy-length &amp; its opening laxness, not the frenulum. So, do not mess around with it so to prevent unwanted injury or tear. In reality, long foreskin bears no harm to overall personal and sexual health as long as keeping up topical hygiene - not overjealous and functioning well for voiding and personal life. If ..., do circumcision.
