No, ....: The key factors to prevent full foreskin retraction are its redundancy-length & its opening laxness, not the frenulum. So, do not mess around with it so to prevent unwanted injury or tear. In reality, long foreskin bears no harm to overall personal and sexual health as long as keeping up topical hygiene - not overjealous and functioning well for voiding and personal life. Tight frenulum: Frenulum is web of skin on glans penis connecting underside of urinary opening to foreskin. Can easily be corrected by urologist by "snipping" frenulum. Can be done under either local or general anesthesia. Worth getting done if it bothers you.
