Psoriasis: He has psoriasis.  It sounds severe. There are medications to help. Please get him to a good dermatologist.

Eczema?: It could be eczema or a fungal infection. A doc should look at it since you use different meds for the 2 problems. Steroid creams (for eczema) on fungus can make it worse.
