Probably dry skin: The most common reason for lips to peel is dry skin (chapped lips). Make sure and be careful with products you may be using on the face, which could be getting on your lips as well. Acne products are well-known to have this problem!

i got a cold sore over 10 days ago. it seems healed but there is still is a scar that is peeling a bit. is it contagious at this stage? can i kiss?

Probably safe but...: Once skin is intact, you're probably no longer infectious. But in case of contact with especially high risk, especially a newborn baby, maybe wait a few more days: better safe than sorry! It may take a couple months for the affected area to look entirely normal. In future, you can have much faster healing or even prevent full outbreak with single dose valacyclovir 2 g at first sign.

: Your test results are conclusive and overrule any and all symptoms you have not or might have in the future. Also, neither HIV nor any other STI) causes symptoms like you describe. See a doctor if you remain concerned about the rash and dry throat, but don't worry about HIV and do not have any more HIV tests.

Number of causes: Various disorders can manifest on the lips. Lichen planus, solar keratosis, skin cancer, yeast infection, lichen sclerosis.  Just had a patient with this exact description. After three weeks, sent to dermatologist, who biopsies it in his office (the initial local anesthetic tiny needle was the only painful part), and it turned out to be a precancerous, sun-damaged solar keratosis lesion.

Moisturizer: Moisturizer will help peeling lips if it is caused by dryness. If this doesn't help see your doctor because this may be symptom of another medical problem.

An alternative is to go to a nearby Pharmacy and they will show you some creams that will help your lips.

My opinion is that you go first to the Pharmacy.

Protect the lips: Lips are "mucus membranes", which are sensitive and not "skin". Think of exfoliating the lips as causing a sunburn on the lips. They get damaged, and with repeated damage, may turn into that "weathered" appearance one might see in the lips of a 50 year-old life-long farmer or beach guy... Which might not be the "look" one is trying for. It really is best not to mess around with one's natural lips.
