No.: Laser permanently destroys hair that are in the active growth stage. Dormant hair and hair that your body has not made yet will be unaffected. Multiple treatments are needed to treat all the existing hair follicles as they become active. Once the series is completed, there will be a significant reduction in hair growth. Over time your body makes new hair and maintenance treatments are needed.

Yes: I have had laser hair reduction. It smarted and i needed to bite on a towel but it was worth it.  Approximately 90% reduction.
I recommend the candela gentlelase. (i do not own one but that is the one i lease).

Depends on skin type: The yag is a good laser for darker skin color because it is less pigment sensitive. That said it can be safely used on all skin types.
The yag will generally perform a good hair reduction. If you are light skinned there are other lasers such as the diode 810 or the alexandrite which may have a better (slightly) response. If you like the person you saw go ahead the yag will work.

Lasers are medical: Lasers of sufficiant power for hair removal are generally considered medical (precsriptive) devices that are used under the supervision of a physician. Regulations vary bewteen states as to who a physician may delegate to for the actual treatment.

Accepted Answer

Yes: Laser hair removal only works on darkly pigmented hair; it will not work well on white/grey/blonde/lt brown hair.  The skin color will not make too much of a difference.
