Given the severity of your symptoms, I would recommend seeking eval in person at an urgent care center. Rashes are very common, but also need to be visualized before prescribing treatment. Too little info: Most skin rashes need to be examined in order to offer meaningful insight.  In the case of a reaction, a discussion about potential exposures is also necessary.

Probably fungal: rash, moniiasis which will respond to OTC anti fungal creams like Lotrimin AF, Monistat, Clotrimazole etc. If itching is intense add a small bean sized drop of 1% hydrocortisone cream to  a nickel sized drop of anti fungal cram and apply as a thin film,twice daily.

: No. The only symptoms of urethritis are discharge from the penis and sometimes pain or discomfort on urination. "Itchy red rash" suggests balanitis (the medical term for inflammation of the head of the penis), most common in uncircumcised men. Unlike urethritis, it's not an STD. Conceivably herpes could do this, but only if the rash includes blisters or open sores. See a doctor for diagnosis, Rx.

Sounds like eczema: I'd start with hydrocortisone to the affected areas twice a day. You can get the OTC 1% ointment at any pharmacy or market. The key is to apply once after a 10-15 minute shower, and a separate time later in the day. A moisturizer can also help. Vanicream, Eucerin, Cetaphil...these are all good options for a moisturizer. It can go on separately from the medication. This should help!
