No. The only symptoms of urethritis are discharge from the penis and sometimes pain or discomfort on urination. "Itchy red rash" suggests balanitis (the medical term for inflammation of the head of the penis), most common in uncircumcised men. Unlike urethritis, it's not an STD. Conceivably herpes could do this, but only if the rash includes blisters or open sores. See a doctor for diagnosis, Rx.
