SEVERAL oral meds: The hormone, testosterone, contributes to acne. Skin bacteria and overproduction of oil (sebum) also are associated. 
Oral antibiotics can control bacteria and oral Accutane can be prescibed by a dermatolgist.
Recent studies indicate that certain dietary factors, including carbohydrate-rich foods — such as bread, bagels and chips (w/ increased blood sugar) may contribute to acne, as well.

Manage this now: Topical benzoyl peroxide and/or retinoic acid clear maybe half of acne cases in teens. Her physician may add spironolactone, a topical (clindamycin) or systemic antibiotic (plain tetracycline is a good cheap choice), or start the oral contraceptive pill which depending on her biology can offer other health benefits. Isotretinoin for severe cases.

Poor choice: This is overpriced, glitzy, gimmicky benzoyl peroxide. For cystic-type acne, you'll probably need to add something prescription-strength from your physician.

Yes: Topical benzoyl peroxide (proactiv) may produce irritant or allergic contact dermatitis.

Prescriptions: Prescriptions are stronger in general than treatments that are available without a rx.  You can try the ones from the store for 6 weeks and see if they help you enough.  If not, then see your doctor or a dermatologist for the better medications.

Real Rx: Benzoyl peroxide is almost never sufficient for acne on the trunk. I'm going to assume this is what you have. The oral contraceptive pill, if it is right for you, may clear you, or your physician may offer you a systemic antibiotic that's appropriate for you. I'm sorry you weren't treated effectively beforehand. Good luck.

Depending : Depending on the severity of your acne, there are several options.  There are prescription topical creams/gels such as tretinoin, adapalene, and benzoyl peroxide that can help.  Topical or oral antibiotics could also be used in combination with the above topical therapies.  If your acne is hormonal related (and you are a woman), oral contraceptives can sometimes be helpful.  If you have severe, nodulocystic acne (and potential scarring), Accutane would be a good option for your skin.  It is very important to get your acne treated early, before any scarring has a chance to develop, so i would recommend you see a dermatologist.
