See a doctor: Put ice on it till you get to the doctor and take an antihistamine like benedryl. You possibly need oral antibiotics. Elevate the foot as much as possible. Tetanus immunization should also be reviewed.

Possible: Some people can get a "heat rash" that worsens when the skin is hot and usually gets better when cooled. However, to really be certain you should have this problem examined.

Insect bite: Hi Tracy, 
the initial stage for a bite will be supportive treatment, which are things we can do to lessen you symptoms.
you can try icing it, take ibuprofen for pain.
this should get better in a few days, but if it does not or if you have fever, develop an abscess, you should see a doctor to see if you may have infection that requires antibiotics.

Bug bites: Try benadryl and some ibuprofen. Also apply topical cool compress. Some topical cortisone may help too. If fever, not improving or worsening redness, swellng or SOB get checked.

: What is described may be an allergic reaction, not "bug bites".  See a dermatologist for accurate diagnosis and treatment.

Evaluation: Because of the persistence of this lesion and now it's getting hard I would highly recommend that you see skin doctor to evaluate it. He could be something as simple as the plugged sebaceous cyst to a foreign body or even and embedded parasite. A proper evaluation and possible biopsy needs to be done

Local care: The numbness may be associated temporarily, but if it persists, please see your physician. The insect bites may be treated topically with an antihistamine cream and low dose steroid cream, applied twice daily. Watch for signs of an allergic reaction involving in particular swallowing and breathing.  Watch for signs of infection, including enlargment of the swelling and drainage.
