Normal INR: INR of 1.0 is considered safe for surgical purposes. There may be more to your story than has been provided in the question.

i had a surgery from heart outside of the country and am using warfarin and my inr has to be checked frequently .i have no insurance  any recommend ?

Yes: You could go to community clinic in your area to get inr checked although if unsuccessful you may have to go to er to get checked to at least make sure your inr is within range 2.0-3.0. In any case, you should be following with a doctor somewhere after heart surgery preferably a cardio thoracic surgeon and a cardiologist.

Not commom: But not cause for alarm either. BP can always be controlled. Follow up with his cardiologist and/or primary care doctor until it's controlled. Buy a decent arm cuff ($35-$100) and check his BP after 10 minutes of complete rest each day and keep a diary to bring to the doctor. If overweight, just losing 10% of excess can bring down bp. Avoid salty foods. Google the dash diet. Good luck.

Anemic: If ones hemoglobin is 6.8, that represents marked anemia.  It merits an evaluation prior to surgery.  The PTT is at upper normal range.

High blood pressure?: If you don't have hbp, and i assume following surgery that you don't have congestive heart failure, you don't need to restrict your salt.  A normal diet has 4-6 grams of sodium chloride and that should be fine for you.

MVR: Mvr  could be repair or replacement
that's why we try to avoid abbreviations
if repair, may be a few months.
Depending on replacement choice could be 3 months or if a mechanical valve could be for life!

: You should review the possible reasons for your elevated PT/INR.  Medications or liver issues can be potential causes.  But further workup is warranted.

See doctor: Since you are on anticoagulants that are 100% necessary in your case, the cause of bleeding must be aggressively pursued and treated, and your blood count should be checked.  Your INR is already on the low side.  I would see your cardiologist without delay.

Varies : The cut off for inr to be called critically high varies from one lab to another, but range from 4.0 to 6.0 and above. Any high inr associated with significant bleeding would be dangerous.
