I had a surgery from heart outside of the country and am using warfarin and my inr has to be checked frequently .i have no insurance any recommend ?

Yes: You could go to community clinic in your area to get inr checked although if unsuccessful you may have to go to er to get checked to at least make sure your inr is within range 2.0-3.0. In any case, you should be following with a doctor somewhere after heart surgery preferably a cardio thoracic surgeon and a cardiologist.
