Immersion: The skin is soaked and needs to dry out. It could laso be reaction to color of shoe. A peeling cream containing urea combined with a topical steroid will remove the dead skin and calm the inflammation. Fungus can develop under these conditions especially between the toes and at the end of the nails. If it begins to deelop a topical antifungal cream should e added.

I think you are on: the right track thinking that this could be Athlete's Foot.  Making sure, probably by seeing a Podiatrist or Foot Specialist, might be your best first step. I can't tell from your question if your soles are also red and swollen or NOT red and swollen. If yes, a rare condition called erythromelalgia might be considered. See a doctor: Put ice on it till you get to the doctor and take an antihistamine like benedryl. You possibly need oral antibiotics. Elevate the foot as much as possible. Tetanus immunization should also be reviewed.

Might need: Antibiotics . You did not say how long ago you stepped on it. If it just happened you could try soaking in domeboro  three times a day for 15 minutes but if there  is a chance of leaving a splinter behind or if it has already been a couple of days the you should probably seek care.

Athlete's foot: From the sounds of your symptoms, especially the itching may indicate a fungal infection which refers to "Athlete's foot"  When there is an inflammation of the skin it can discolor and usually becomes itchy.  This can and does cause the toes to swell as well of the rest of the foot to swell.  There are topicals that work rather well for this.  The generic name is Terbinafine.
