Fungal infection: This may be a fungal infection (athlete's foot).  This is common in men.  You can try an otc anti-fungal cream or powder to start off to see if it works.  Also, wash your socks often and use anti-fungal spray inside all of your shoes and slippers.

syphillis, psoriasis, tinea pedis, lichen planus, acanthosis nigricans, contact dermatitis, seborrheic dermatitis, impetigo, shingles, etc.  Hope that helps.

Dermatitis: might be a reaction to contact of the skin to the shoe. Shoes are often made of synthetic materials, so it would be worse if you had a known sensitivity

Athletes Foot: Not every foot rash is af, but it is the most common.  It can cause rash, blisters, burning, itching, and crusting. Start by using an otc antifungal cream such as clotrimazole, otc cortisone cream for the itch, breathable /wicking shoes and socks. Keep feet clean and dry, especially between toes. Powders are good to dust toes and in shoes. If no improvement after a week-see a doctor.

A rash may be eczema, an allergic reaction, an infection, etc. Bluish or purplish spot are blood spots and would need blood testing right away. Vasculitis spots are sort of blood spots combined with inflammation. Sometimes, spots have unknown causes. A primary care doctor or dermatologist can examine both the rash and the patient, to find a treatment.
