Facial volume: Skin can be improved by treating any active Acne and acne scars as well as treatments to tighten your pores with chemical or LASER peels. Improving your cheek volume at your age can be done with fat transfer but cheek implants will likely be a more definitive and cosmetically preferable solution.

See dermatologist: If this has been present for awhile, then see a dermatologist.  If it has been present for less than 10-14 days, try some topical Hydrocortisone cream 3 to 4 x daily and see if it helps.  A viral infection often causes transient rash.

Cosmetics aside, "bingo arms" is a symptom of a condition called sarcopenic obesity, which can pose longer-term health problems which you should address 1st.
