Vegan?: If you eat fish, chicken or meat regularly, you probably don't need to supplement at all if you are vegan, you do. Ask your doctor to check your B12 levels to know if you are deficient. Otherwise, don't supplement. Wild fish like salmon is the healthiest source of B12  and you can eat similar fish every other day.

For good health - Have a diet rich in fresh vegetables, fruits, whole grains, milk and milk products, nuts, beans, legumes, lentils and small amounts of lean meats. Avoid saturated fats. Drink enough water daily, so that your urine is mostly colorless. Exercise at least 150 minutes/week and increase the intensity of exercise gradually. Do not use tobacco, alcohol, weed or street drugs in any form. 
Practice safe sex, if you have sex.

What type of B12: The most reliable way to make sure you are getting it into your system is by self injection.
Next best is by using sub lingual (under the tongue).
The 2 best forms of B12 are
  methylcobalamine
  hydroxycobalamine.
Cyanocobalamine is most commonly available and cheaper than the above 2 and best used by injection
 I recommend you take 1000ug sub lingual daily or the same dose 1 to 2 x a week

Yes: Yes.  But that is a very high dose and your body will discard most of it without use unless you are having trouble absorbing it.  I am not aware of any toxicity, however, from excess b12.
