Negative test: Your result was entirely negative. The normal range of the test apparently is up to 0.8, and of course 0.16 is much lower. Any value below the cut-off range is negative. You do not have HCV.

HIV negative: Labs can make mistakes, but i would trust that 10 tests done over two years, all with consistent result, are extremely unlikely to be all wrong. There is a difference between absolute and relative CD4 counts. If you have symptoms, talk to a doctor about further evaluation.

Very unlikely: They would have had to use a "dirty" needle or in other words a needle from an infected patient. This is highly unlikely.

Discuss with doctor: It would be dependent on current status of your husbands liver- versus his risk of exposure to or developing malaria.  Risk versus benefits of meds given a persons  full medical history and status  is the best way to decide if medication will be safe.  At this point more info is needed- but best to discuss your concerns with his doctor.  Good luck and be well.
