Increasing : Hypoglymia will trigger a sympathetic response increasing hr and bp. During  hyperglycemia, if you are diabetic, the response will be lighter or none, depending in complications associated like hyperoamolar state and ketoacidosis, when the response will be stronger.

Hypoglycemia: Low blood sugar may cause palpitations or fast heart rate, and causes a weak, shaky feeling. Blood pressure may go up (due to heart working harder with stress) or down (due to overall weakness effect) or remain normal. If someone feels like sugar is low and unable to test right away, it's safe to eat/drink extra to bring sugar up than to wait and risk passing out, etc.

60, 120/80: In general, your pulse should be under 100.  Over 100 is considered to be a fast heart rate.  Ideal is about 60.  Blood pressure should be 120/80, but most ladies have lower blood pressure.  It could be 90/60 and its still normal.  140/90 should be checked by a doctor.  It always good to get readings out side   of the dr's office since some people at the doctors have white coat hypertension.

Resting or max?: A resting heart rate is 60-100 bpm depending on your medical condition. Your theoretical maximum heart rate (HEAVY exertion - marathon, for example) is 220-age, or 150 bpm. You shouldn't strive for this number; 60%-80% of this (ie 90-120 bpm) is a good number for exercise. The SBP (upper) should be &lt;120 mmHg &amp; DBP (lower) should be &lt;80 mmHg. SBP of 121-130 or DBP 81-90 is pre-hypertension. TTYD.
