i had the tarsal tunnel release surgery and plantar fasciitis surgery on 24 april. i will still be in a cast until 24 may. i have muscle spasm and cramping in my lower affected leg. do you have any advise to relieve this?

Call the surgeon: You should alert the surgeon about this problem. We need to make sure that you do not end up with a blood clot in the leg because of inactivity .

Not normal: throbbing is not normal for stretches.
Throbbing indicates some type of injury.

Overuse of: Most definitely, especially if you have begun to compensate for the heel pain by not putting weight on the heel properly. The lifting of the heel to keep it of the ground is causing the calf to fatigue and start cramping. You need to consult a specialist about treating the fasciitis.

Heel pain: Plantar fasciitis is a misleading term as this type of heel pain is not inflammatory but rather degenerative in nature. A better term for this would be plantar fasciopathy. 
It can also be a stress fracture, calcaneal edema, nerve entrapment, tumor, foreign object or a partial tare, etc. 
Most commonly it would be the plantar fasciopathy.

Being in a cast: or splint during the healing phase of an ankle phase will give calf atrophy. This will be reversed in most patients and get better over time.  Plantar fasciitis and achilles injuries are not directly from calf atrophy.  They can be from overuse of one leg while the other is healing after an injury.  Yes, plantar fasciitis can also be cured.

which type of shoes are best to wear to cure/prevent plantar fasciitis?

Replacement insoles: Shoes with removable insoles. Take the insoles out of your shoes and replace them with ones that have more cushioning and support.  I like spenco products.  The one i recommend most is the spenco polysorb cross-trainer insole.  This will give you cushioning at heel strike and help decrease the impact on your knee. It may not have an "immediate" effect though. See an podiatrist if symptons persist.

Plantar: Good footwear is important in preventing plantar fasciitis and proper inserts should also be helpful. Resist the temptation of buying poor footwear. A podiatrist can be very helpful in the management of plantar fasciitis.

Common condition: Plantar fasciitis is a very common condition and its treatment centers around reducing the inflammation to the area. Treatment can take many different directions: nsaids like Motrin (etc), liniments, massage, stretching exercises, night splint, better shoes/inserts, orthotics (you can not get this at a stores scanner), steroid injections, laser therapy or physical therapy.    Very few need surgery.

can weakened soleus muscle cause achilles/heel pain and maybe plantar fasciitis? if so, what is the best way to strengthen it?

Tight Soleus: More likely due to tight gastrocnemius and/or Soleus muscle. Stretching exercises to make these more flexible would be a great help in addition to wearing more supportive shoes and inserts.
