Accepted Answer

Matters which bone: It matters which bone in the elbow was chipped.  Usually after a chipped or "non displaced" elbow fracture a cast is not needed because putting an elbow in a cast will cause the elbow to get very stiff.  Usually a sling for a few days to a  week is needed then gentle motion is started.  See your md to get the definitive diagnosis.

Elbow: The logical thing to do  is to bel evaluated by your doctor to see if youu need xrays and a possible cast.

Yes: Almost certainly something can be done.  It sounds like you may have involvement of the ulnar or median nerve and it is usually reasonably straight forward to address that surgically.  Don't hesitate to be seen.

Not that likely: Dislocated elbow in an eight year old is very uncommon but not unheard of /dislocation of the elbow is a very serious injury 
tip of the elbow is the olecranon  and usually not involved directly in a dislocation
if you are concerned you must talk with your treating surgeon or seek another opinion.

Dermatologist: If the dermatologist was concerned he/she would have recommended a follow-up exam or a biopsy. Perhaps you would feel relieved if you consulted another dermatologist if the rash persists or worsens.

: Could be nerve entrapment syndrome. Google nerve distribution to upper and forearm. Your body is talking to you. listen and take good notes then share them with a Dr who can talk/examine you in person.

It happens: Reactive arthritis can happen, such as after getting infected with chlamydia, gonorrhea, or ureaplasma... all the more reason to select only a few, preferably STD-free, sexual partners in a lifetime. Life is risky! The British Medical Journal says, "Of the sexually acquired infections, the evidence implicating Chlamydia trachomatis as a cause of reactive arthritis is strongest."

Elbow pain: Tendinitis or tendinosis of the medial or inner aspect of the elbow.  This is the location where the muscles which flex your wrist and fingers originate.  Symptoms would include pain and weakness in that location.  It is similar to tennis elbow, which occurs on the outer aspect or lateral aspect of the elbow.
