Spot fat loss does: not occur naturally. By losing weight in general  some may be thigh fat.  But, we don't get to choose what area of body fat is lost from. Eat healthy &amp; be physically active. Calories burned must &gt; those consumed. Tone inner thighs w extended leg lifts, inner thigh press, standing thigh press, deep squat,wall squat, lunge, Thigh ball squeeze,walking, swimming, biking &amp; in-line skating.

Hard work maybe: After a general weight loss program with aerobic exercise you will loose fat all over.  Then a targeted weight lifting program can sculpt the shape of your muscles.  But if your femur bones are shaped wrong or genetics gave you the wrong combination of naturally strong leg muscles it still might not work.
