Sore gums : Try some warm salt water rinses to sooth the tissues. There are also some good otc products to dab on the gum to numb it till healing.

Should be: Bracket position is dependent on the tooth movement and the size of your teeth. Regardless of the bracket position, you need terrific oral hygiene to prevent cavities and keep your gums healthy.

Gums or inside lips?: Most hardware won't cut gums, a few rarely used attachments might.  If gums are cut check with orthodontist.  You might have gingivitis instead. A few rare proceedures require an incision which heals quickly.
If cheeks& gums cut cover sharp area with wax  and check if it can't be covered or if the area doesn't heal quickly check with orthodontist.

Yes: May be nickel allergy (very rare).  More probably due to compromised oral hygiene, not removing the "bugs" that cause your gums to swell.  See your qualified orthodontic specialist for advice as soon as possible to reverse this problem.

Poking wire: This is quite common, so call your orthodontist/dentist's office for help. The visit will be quite short--if the wire is a bit too long, and can be shortened, a little cutting will help. If you were given a string of wax, dry the area and press a piece over the wire end and bracket to make the rough, sharp area into smooth, round surface. A round resin "ball" placed on the end may be helpful also.

Dumb move: Hard/sticky/chewy foods bend wires, break wires, fully dislodge braces, or partially dislodge braces.  All of these problems can extend time in braces, result in more frequent visits, and compromise your treatment result.  Additionally feeding the bacteria that cause cavities with sugar can lead to cavities.

Should not: If your gums are swollen around your braces that have been on for a while (more than a couple of weeks), it may be that you are not keeping the gums clean enough. It is important to have good brushing and flossing habits while in braces. Ask your orthodontist to evaluate your efforts.

Hygiene: Braces tend to accumulate more plaque and bacteria than your teeth alone, so you hygiene needs to be better than ever.

Yes and no: Braces are just another irritant and barrier to health.  Having said that, it is your responsibility to take care of your gums even with braces.  
There are some occaions where you ight have a period of no choice depending on how your teeth are and where the brakets are.  Talk to your dentist to see if this can be resolved simply.
