Infections: When someone has frequent infections it may be related more to your diet. Has your fasting blood sugar level been obtained?  Common things you have already mentioned.  Soaps, detergents, use of condoms. Overall how is your general health?  Look beyond to see if you find a common thread. For instance, they occur after your period, or, after working out, or having a heavy meal. Keep a diary to track

Not an infection: Marijuana smoking does not lead to bacterial infections. You can kiss someone who smokes with no greater risk than kissing someone who doesn't. 
There may be other reasons not to kiss him/her, however. Are you worried that the fact that this person smokes marijuana somehow makes them not "right" for you? You should generally only kiss people who you really care about and trust.

E coli is not a risk: E coli is every where, including in your drinking water and is not a concern. If your partner does not have any STI, you should be okay.
For good health - Have a diet rich in fresh vegetables, fruits, whole grains, milk and milk products, nuts, beans, legumes, lentils and small amounts of lean meats. Avoid saturated fats. Drink enough water daily, so that your urine is mostly colorless. Exercise at least 150 minutes/week and increase the intensity of exercise gradually. Do not use tobacco, alcohol, weed or street drugs in any form. 
Practice safe sex.
