Unlikely ( NO ): Imiquimod ( Aldara (imiquimod) ) is a immune response  modifier , could be used for genital warts,  ( other uses for actinic keratosis , superficial basal cell cancers  ) may be you are reacting to  the medication , speak to your doctor.

HSV no, warts maybe: No OTC medications will have any significant benefit against an oral herpes outbreak (cold sore). For warts, there are OTC treatments, such as "Compound W" in the US; I have no idea about what is availalbe in Kenya. But you shouldn't self treat anal warts without professional care. Your diagnosis may be wrong; and in the anal area, significant irritation and ulceration can result.

The serious consequences of this condition and capacity to be spread to others means you need to get this treated. It is unlikely your warts will spread from your penis to your anus by touching  but could from anal sex. Treatment is easy but requires a physician.
