Yes: They can be tight from the pressure they are under and feel hard. A specialist can usually tell if it is a cyst knowing the anatomy, shining a  light across it in a dark room (if anatomically possible) or seeing it on an ultrasound or mri.

Absolutely: I treat many ganglion cysts in my practice and they truly present with a range of hardness, from soft and jelly like, to rigid and almost bone like. Depending on where it is they can be painful but not always.  I would have this checked out however to confirm it as some bone tumors present with superficial growth.

One theory suggests that trauma causes the tissue of the joint to break down forming small cysts, which then join into a larger, more obvious mass. The most likely theory involves a flaw in the joint capsule or tendon covering (sheath) that allows the joint tissue to bulge out.

: I'm not sure what the scar like line is. Ganglion cysts are common but, in my experience, the overlying skin is normal. A hand surgeon can evaluate and advise you further.
