Post work out pain: Make sure you are warming up; if you are seasoned athlete or weekend warrior, you must warm up before any workout - if this is not helping, you need a complete examination to determine the site and cause of pain - neck pain can radiate to the shoulder and vice versa - you will need an exam to tease this out.

Muscle spasm: 40's male with "severe arm and shoulder pain" after lifting wants medical advice. Solution to this problem requires a hands-on evaluation by a knowledgeable and skilled doctor.  Avoid orthopedists ; neurologists who, in my opinion, are not skilled diagnosticians of soft tissue injuries.  See an osteopath or physiatrist.  Until then use rest and heat.  Be prepared that MRI will be non-diagnostic.

Prob not: As an orthopedic surgeon who treats many patients w/ shoulder instability i would say there is no proven benefit to wearing compression shirts for instability . In season football players w/ unstable shoulders may be helped by wearing 'harnesses' which limit abduction( movement away from body) and external rotation.Best of luck!

Complex Joint: The shoulder is a complex joint, & many conditions/ injuries  (rotator cuff injury, bursitits, tendonitis, labrum, etc).Can cause pain/ weakness. Some injuries of the shoulder occur due to injury & some are from overuse. I suggest you see an orthopedist. Pain & weakness manifest in many of the listed, but is certainly present w/ rc problems.

See below: The possibilities are likely a primary problem with the shoulder itself or perhaps a radiating pain from the neck which can be caused by discs, pinched nerves or arthritis in the joints of the neck. If it generally is worse when you raise your arm, it is probably the shoulder, but only a good physical examination by a musculoskeletal doctor (orthopedist or physiatrist) should answer the question.

Varies : There are a number of potential causes.  If it is around your shoulder blade, then it usually means it is coming from the retractors of your shoulder blade, such as the rhomboids.  If it is the shoulder, a babel, biceps, or rotator cuff tear are possible.  Don't hesitate to be seen for a more specific diagnosis.
