Yes: Blood in bowel movement is always of concern and should be investigated by a physician. He will want to know how long this has occurred, if there is belly pain, fever, weight loss. Your age and whether you are on NSAID's (aspirin, motrin, etc) also give clues. You will likely have blood testing (CBC, INR, PTT) and quite possibly have endoscopy (long camera into the intestine) to visually inspect.

See doctor: Although more information would be helpful, it sounds like your daughter needs to see her doctor for a full evaluation. Blood can appear in the stool for relatively benign (anal fissure) or more concerning (infection) reasons. Given the quality of her stool this morning, her age, and her illness over the last week, having your daughter's doctor examine her is the best idea.

Blood : Blood in the stool, on the toilet paper, or in the toilet after a bowel movement are all reasons to see a doctor. You may be dealing with internal and/or external hemorrhoids, a rectal fissure (tear in the rectum). This seems more likely since this all started after a forced bowel movement. 
Depending on your history, the examination, and diagnostic testing results (i.e. Occult blood stool test), your doctor may want to order a test called a colonoscopy (procedure where a camera is used to visualize your colon). Lastly with bleeding comes anemia, your doctor should also screen you for this.

: There must be reasons for why you worry mostly about cancer that are not visible. In general cancer is always possible, even 4 years after a normal colonoscopy, other frequently seen medical conditions would be more likely.

See doctor: Any unexplained bleeding needs to be evaluated. If may be as simple as hemorrhoids, but bleeding from hemorrhoids can cause anemia. It would be prudent to see your doctor for evaluation.
Wish you good health! - Have a diet rich in fresh vegetables, fruits, whole grains, milk and milk products, nuts, beans, legumes, lentils and small amounts of lean meats. Avoid saturated fats. Drink enough water daily, so that your urine is mostly colorless. Exercise at least 150 minutes/week and increase the intensity of exercise gradually. Do not use tobacco, alcohol, weed or street drugs in any form. 
Practice safe sex, if you have sex.

See GI: Your symtpoms certainly sound chronic with issues since 16yo.  Bleeding with bm is never normal, so it is recommended for you to see a GI dr. For an evaluation, as they can not only ascertain the reason for your spotting of blood, but can start the evaluation for possible ibs/ibd.  Best wishes.
