Minutes to hrs: Any active bleeding should have stopped by now just like a cut in the mouth would though some residual blood may have pooled in the vagina.

: Two things are known.  1) There has never been a reported case of HIV in anyone whose only potential source of infection was fingering or hand-genital contact. 2) Cuts and nicks on hands and fingers are extremely common, so there must have been billions of fingering events in the presence of such lesions. Can it happen? Maybe. But if so, it is exceedingly rare; zero risk or close to zero.

HIV ?: Any contact involving blood from an infected individual with mucosal surfaces (such as the lining of the rectum) can cause transmission of HIV.  If the HIV status of the sexual partner is unknown, ask your physician for testing.  This might take 2-3 months before a negative test can be relied upon.

: Fingering is a low risk activity. If the test was 4th gen combo test, you are quite likely to be safe. Make sure the upcoming test is 4th Combo test or HIV nucleic acid test.

Same As Any: It  would be the same for any cut on any part of the body.  The risk increases with the amount of blood and how deep the blood is exposed into the wound.  On average, the risk of HIV being transmitted to a person from exposure of blood from an HIV positive person to an open wound or cut is estimated at 0.03%.
