Multiple: factors at play.  It is advised to obtain a complete history and physical   exam with your primary doctor, including full laboratory panel, EKG and possible see a cardiologist.

Wrong test: For these symptoms you need a neurologist evaluation, and likely an MRI will be ordered.  A ct of the brain, even with contrast, is not adequate.  Start with the neurologist.

Pupil dilation: Is definitely part of a routine complete exam.  This allows the eye doctor to more completely evaluate the back of your eyes, including your retinas, blood vessels, optic nerves and lenses.

Varies: The effects of dilation typically lasts a few hours depending on the specific drops that were used to dilate your eyes. There are some drops that take longer to wear off.

Dilation: Is not necessary for a routine eye exam.  Routine meaning that you are not having any symptoms and you are just needing to update your glasses prescription.  This is especially true if there were no problems found on a previous dilated eye exam.

Again, : Again, different people react differently to dilating drops.  There are several different drops - some have longer actions of duration.  Your vision will return to baseline - if the currently blurred vision is due to the drops (very likely), there is nothing your provider could do at the present time.  (additional time is the cure).

Regarding the stinging and burning....  Some patients (especially those patients with dry eyes) can develop irritation to the ocular surface after a trip to the eye doctor.  The anesthetic drops and dilating drops and some examination techniques can harm the ocular surface transiently.  Fortunately the eyes rebound quickly.   For the symptoms you are experiencing (dry eye symptoms), i would expect significant improvement in the next day.  Artificial tears may be helpful too.
