No there is no evide: No there is no evidence to support this.It happens in near death experiences, sometimes spontaneously, and sometimes with physical and mental trauma, dehydration, sensory deprivation, sensory overload, use of psychedelic drugs, or dream like state.
But lack of oxygen is not the cause.

CT scan brain: It can show that if the brain has suffered severe ischemic brain injury. However, in someone who is walking and talking, a ct is very unlikely to show any signs of a slightly diminished delivery of oxygen to the brain.

Not a problem: The front of the eye gets its oxygen directly from the air.  Contact lenses can diminish this but modern designs minimize this problem.  If you are having trouble getting oxygen to the back of the eye, then you have a major circulatory system problem which needs cardiac attention.

Blockage: You have blockages (stenoses) in your coronary arteries, the arteries that carry oxygen to your heart muscle. If your doctor didn't recommend intervention (surgery or balloon), they must be relatively mild. In that case, life style changes with improved diet, more exercise, aspirin, metoprolol, and a statin are indicated. (and, of course, no smoking, if you do/did that).

Asd or vsd: An atrial or ventricular septal defect(hole in the heart) that is small generally would not cause a problem with oxygenation. Moderately large or large size defects however can cause problems with oxygenation.

Sure: The body is powerful and when not getting enough air (or oxygen) it will stimulate you to breath more coming from direction of your brain.  It can also cause cloudy thinking or headaches.

Mixed: As a pulmonologist i know that hypoxia (low oxygen saturation) is something to be avoided, but i think we may well over-prescribe oxygen therapy. There are trials going on to determine whether our current practice (provide supplemental o2 to anyone who drops below 88% saturation either at rest or with activity) is beneficial, harmless, or harmful. You may want to see if you are eligible for this.
