Yes, but: I would wait until about 6 to  8 weeks.  At 5 weeks, sac would be present but the fetal pole may not be.  Then not sure if true healthy pregnancy or what we call a blighted ovum.  If you get transvaginal scan at 6-8 weeks and normal sac and normal fetal pole with heartbeat noted, that is a good sign. Also following blood HCG levels to see appropriate rise helpful. No evidence of harm: After several decades of use and of research, there is still no scientific evidence that ultrasonography whether internal or external is harmful to human embryos and fetuses. The anecdotal stories of some women "who reported a miscarriage days after scan"  unfortunately can not be viewed as reliable or scientific. Pregnancy losses are sadly very common (up to 15-25%) without prior "internal scans"

i had a early miscarriage in july and a recent scan shows " uterus lining not in uniform " confused what it means- doppler suggests no polyps.

Not a clear term: “not in unform” is not a clear term. You will need to discuss with your doctor what this might mean and determine if other testing is warranted. A sonohystogram or hysteroscopy is better way to diagnosis endometrial polyps than sonogram

hello doctors, i went to have a pregnancy scan yesterday and the doctor saw 2 sacks (possible twins) but still early to say as i'm 4weeks... my worry is that he saw blood/fluid in that ultrasound... does it mean i'll have a miscarriage?

Too early to tell: At this early stage of pregnancy  it is too early to make any significant determinations about possible miscarriage. If  vaginal bleeding ensues then contact your OB MD.

Sometimes: If it is really early (chemical pregnancy) you may only know through lab tests that you were pregnant.

Possibly: A D&C can be done at any stage, but if the pregnancy had not progressed to a point where a sac or embryo had been developing, then a D&C may not have been necessary.

Unlikely: Most miscarriages occur in the first trimester.  Unless you have had prior obstetrical problems or severe health issues
odds are in your favor.

Bleeding . . .: A positive pregnancy test with bleeding, particularly heavy bleeding with cramps, is most suggestive.  If pregnancy symptoms like fatigue, urinary frequency, breast tenderness, nausea, and vomiting suddenly improve, or if none of those symptoms appear despite the positive pregnancy test, you should be suspicious.
