: A urine test showing the presence of bacteria is the very definition of a UTI (urinary tract infection), so yes, it is good that you are being treated with Cefdinir.  The most common gram-negative bacteria in UTIs is E. Coli, but other stool bacteria can cause them as well.

More information: More information is needed here.  If this is a urine culture, it is probably not very significant.  The textbook definition of a UTI would call for greater than 100,000 CFU.  However, it is important to remember that not everyone reads the textbook and all diagnosis of Infection is clinical (e.g. based on history, physical exam, etc..).

Check for STDs: A discharge from the penis is almost always caused by urethritis, and almost all urethritis is due to STDs, especially at your age. The E. coli could be the cause, but you should also be tested for gonorrhea and chlamydia, and perhaps treated for nongonococcal urethritis (NGU) if those tests are negative. However, rare cases are non STD, e.g. with E. coli causing prostatitis.

E Coli in ear canals: E Coli is the most common bacteria found in the GI tract, i.e. in feces. So, somehow you got that in your ears, perhaps from contaminated water. Maybe from a bathtub, or swimming in untreated water. Check your water supply for contamination. But the good news is it should be easily treatable with prescription antibiotic drops. See your doctor.
